The Title I program is a federally funded supplemental reading program provided to children who show a need for additional reading instruction. Title I supplemental instruction focuses on developing reading skills within the classroom, small groups, or individual instruction. This reading instruction is given in addition to the reading instruction provided in the classroom.

How are students selected for the Title I program?

Students are selected for the Title I program based on classroom assessments, the most recent diagnostic assessment test scores, and early literacy or reading curriculum-based measures such as AIMSweb and MAP assessments.
 

Are all buildings in the district considered Title I buildings?

No. Demmitt Elementary School is a School-wide Title I building, and Helke Elementary School is considered a Targeted-assisted Title I services based on the percentage of students on free and reduced lunch in those buildings. 
 

What qualifications do you require of the Title I teachers?

Vandalia-Butler City Schools requires that all Title I teachers to hold a state teaching license to work with students in grades K-3. All of our Title I teachers have had additional training in reading instruction. Throughout the year, our Title I teachers attend regular professional development sessions to stay current on reading instruction. 
 

Is Title I considered special education?

No. Participation in the Title I program does not qualify a student for special education services. 
 

2261.02 - TITLE I - Parents Rights' to Know (PDF)

In accordance with the requirement of Federal law, for each school receiving Title I funds, the Superintendent shall make sure that all parents of students in that school are notified that they may request, and the Board will provide the following information on the student's classroom teachers.

• whether the teacher(s) have met the State qualification and licensing criteria for the grade levels and subject areas they are teaching
• whether the teacher(s) have met the State qualification and licensing criteria for the grade levels and subject areas they are teaching
• the undergraduate major of the teacher(s) and the area of study and any certificates for any graduate degrees earned
• the qualifications of any paraprofessionals providing services to their child(ren)
• In addition, the parents shall be provided:
  • information on the level of achievement of their child(ren) on the required State academic assessments;
  • timely notice if the student is assigned to a teacher who is not "highly qualified" as required, or if the student is taught for more than four (4) weeks by a teacher who is not highly qualified.

The notices and information shall be provided in an understandable and uniform format, and to the extent practicable, in a language the parent(s) understand.
